Charles Samuel Gubser was born in Gilroy, California, February 1, 1916. He graduated from the University of California in 1937, attended graduate school for two years, and then taught for four years. He served in the state assembly in 1951 and 1952. Gubser served in the United States Congress from 1953 to his resignation in 1974.
